Pursuant to the Government Code Section 54957.5(b)(2) the designated office for inspection of public records in connection with the meeting is the Planning Department, City Hall, 3200 E. REPORT OF THE POSTING OF AGENDA:  The agenda for this meeting was posted for public review at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter in accordance with applicable law.  

ACCEPTANCE OF THE AGENDA:  The Historic Site Preservation Board will discuss the order of the agenda, may amend the order, note abstentions and request Consent Calendar items be removed from the consent calendar for discussion.  

PUBLIC COMMENT:   This time has been set aside for members of the public to address the Historic Site Preservation Board on agenda items and items of general interest within the subject matter jurisdiction of the Board.  Although the Historic Site Preservation Board values your comments, pursuant to the Brown Act, it generally cannot take any action on items not listed on the posted agenda.  There will be three (3) minutes assigned for each speaker.  Testimony for Public Hearings will be taken at the time of the hearing.

1. CONSENT CALENDAR:

1.A. APPROVAL OF THE MINUTES:   JULY 12, 2016 HSPB MEETING.

RECOMMENDATION: Approve the Historic Site Preservation Board Minutes of July 12, 2016

2. PUBLIC HEARINGS

2.A. AN APPLICATION BY THE PALM SPRINGS PRESERVATION FOUNDATION (PSPF) ON BEHALF OF THE DESERT STAR HOMEOWNERS ASSOCIATION, (OWNERS), FOR CLASS 1 HISTORIC DESIGNATION OF 1611 SOUTH CALLE PALO FIERRO, “THE DESERT STAR APARTMENTS,” ZONE R-2 (HSPB 102) (MASTER APN 508-353-002) (KL).

RECOMMENDATION:

1. Open the public hearing and receive public testimony.  

2. Close the public hearing and adopt Resolution HSPB 102, “A RESOLUTION OF THE HISTORIC SITE PRESERVATION BOARD OF THE CITY OF PALM SPRINGS, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL DESIGNATE THE PARCEL AT 1611 SOUTH CALLE PALO FIERRO “THE DESERT STAR APARTMENTS” AS CLASS 1 HISTORIC SITE #HSPB - 102, SUBJECT TO CONDITIONS.”  

1. Open the public hearing and receive public testimony.  

2. Close the public hearing and adopt Resolution HSPB 103, “A RESOLUTION OF THE HISTORIC SITE PRESERVATION BOARD OF THE CITY OF PALM SPRINGS, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL DESIGNATE THE RESIDENTIAL COMPLEX KNOWN AS “THE PARK IMPERIAL SOUTH CONDOMINIUMS” LOCATED AT SOUTH ARABY DRIVE AT BRIDLE PATH TRAIL AS “HISTORIC DISTRICT – 6” (HD-6 / HSPB #103), SUBJECT TO CONDITIONS.” 
 
3. UNFINISHED BUSINESS: 

3.A. CERTIFICATE OF APPROVAL REQUEST BY MICHAEL BECKMAN OF TRUSS AND TWINE BAR & RESTAURANT ON BEHALF OF BUILDING OWNER, EL PASEO HOLDINGS, LLC, FOR EXTERIOR MODIFICATIONS TO THE COURTYARD OF THE EL PASEO BUILDING, A CLASS 1 HISTORIC SITE (HSPB #27) AND CONTRIBUTING STRUCTURE WITHIN THE LAS PALMAS BUSINESS HISTORIC DISTRICT (LPBHD), LOCATED AT 800 NORTH PALM CANYON DRIVE (ZONE C-1, RESORT COMBINING ZONE, LAS PALMAS BUSINESS HISTORIC DISTRICT, CASE 3.1198 MAA).  (KL)  

RECOMMENDATION:  Grant the Certificate of Approval for the wall sconce fixtures as submitted and direct the applicant to propose an alternative misting system requiring less attachment and impact to the historic integrity of the building and the feel of the courtyard.

5.A. HSPB PARTICIPATION IN THE OCTOBER MODERNISM SHOW AT THE CONVENTION CENTER.  

5.B. STATUS OF HISTORIC RESOURCE REPORT FOR THE AUTOMOBILE SERVICE STATION LOCATED AT 2796 NORTH PALM CANYON DRIVE (HSPB 99; “THE CODY GAS STATION”).

5.C.   UPDATE ON STABILIZATION / RESTORATION OF THE CORNELIA WHITE RESIDENCE - LOCATED AT 221 PALM CANYON DRIVE (HSPB 4). (Franco Laurie, Public Works)

ADJOURNMENT:  The Historic Site Preservation Board will adjourn to its regularly scheduled meeting on Tuesday, October 11, 2016 at 9:00 A.M, in the Large Conference Room at City Hall.
