The City Attorney acts as legal advisor to the City Council, the City Manager, and various City departments, boards, commissions, and committees. The City Attorney prepares and approves as to legal form all proposed City ordinances, resolutions, agreements, contracts, and other legal documents necessary for the proper conduct of City business. The Office of the City Attorney represents the City in all litigation in which the City is involved and prosecutes violations of City laws. Mr. Holland is with the law firm of Woodruff, Spradlin & Smart, who is under contract with The City of Palm Springs.
