What Do Boards and Commissions Do?
Residents are the underpinning of our community and the Mayor and City Council encourage your participation on a Board or Commission (Advisory Bodies). The City's Advisory Bodies are groups of volunteers that advise the City Council and staff on matters that affect policy and issues that will affect the future of the community. The Advisory Bodies have been established to:
- Advise the City Council on matters within their area of interest;
- Enable more attention to be given to specific issues and problems;
- Act as a channel of communication between City government and the public;
- Provide a greater opportunity for citizen participation in the affairs of City government, and,
- Make decisions on matters where the City Council has granted them authority to act.
How Does The Appointment Process Work?
Annually, the City Council appoints two of its members to serve on subcommittees for the purpose of screening and interviewing applicants for any vacancy that may occur on that particular Advisory Body. Additionally, the full City Council conducts interviews for the purpose of filling vacancies on the Historic Site Preservation Board, Measure "J" Oversight Commission, and Planning Commission.
Each year, the City Clerk's Office conducts a recruitment campaign for Advisory Body positions that are due to expire on June 30th. The City Council Subcommittees will conduct interviews as necessary and submit their recommendation for ratification by the City Council. Applications remain active for one year and applicants will be contacted to renew or update their applications before each recruitment season. You are encouraged to apply at any time, as applications will be considered for any unscheduled vacancies at may occur throughout the year.
The City Council is looking for candidates who demonstrate by their background, experience, and education they will be enthusiastic and knowledgeable members who will exercise sound judgment. Other factors in the selection include attendance at commission meetings prior to being interviewed, and candidates who reflect the social, ethnic and cultural diversity in Commission membership.
Who Can Be Appointed To An Advisory Body?
Appointees must be residents and registered voters at the time of, and during, their appointment. An appointment to a Board or Commission is for a term of three years; however, existing commissioners are eligible for an additional reappointment, provided that the total number of years on such Commission or Board shall not exceed seven. All appointees are subject to financial disclosure, including sources of income, property, investments, and gifts. Some commissions have additional qualifiers.
Can I Attend An Advisory Body Meeting?
Yes, the public is welcome to attend the meetings of advisory bodies. If you are interested in serving on an advisory body, you are highly encouraged to attend at least one of the advisory body meetings before applying (view meeting agendas).

Are Advisory Body Members Compensated?
No, members of all Advisory Bodies serve without compensation for their services, but may receive reimbursements for necessary travel and other expenses incurred for official duty when such expenditure have been authorized.
Is There Training For Advisory Body Members?
The City Clerk's Office and the City Attorney's Office conducts training on a periodic basis to review Conflict of Interest laws, the Brown Act/Open Meeting laws, and best practices for meeting management. In addition, Advisory Body members are required to complete an online AB-1234 Ethics Training offered through the Fair Political Practices Commission. This training must be completed with 12 months of appointment, and every two years thereafter.

Pursuant to Government Code Section 54971, the Local Appointments List is posted on or before December 31st of each year and contains a list of all appointive terms, the names of the incumbent appointees, the date of appointment, the date the term expires, and the necessary qualifications of the position.
