Any construction work within City right-of-way requires an Encroachment/Construction Permit from the City of Palm Springs Engineering Services Department. Customers and/or their contractors can apply at the Engineering Services counter in the Development Services building located behind City Hall and off of El Cielo Road.

Required information is based on who will be taking full liability for the work. If the home/business owner obtains the permit and bear the liability, we need the following information.

  • Applicant (owner/person liable for work):
  • Project Address:
  • Subcontractor (who is doing the work):
  • Site Foreman (who will be onsite):
  • Foreman cell phone:
  • Applicant Address:
  • Description of work:
  • Traffic Control (as required by City Inspector)

If the contractor obtains the permit and bears the liability, we need the following information.

  • Applicant (owner/person liable for work):
  • Project Address:
  • Subcontractor (who is doing the work):
  • Site Foreman (who will be onsite):
  • Foreman cell phone:
  • Applicant Address:
  • Description of work:
  • Copy of valid City Business License
  • Copy of valid State Contractor's License
  • Copy of Certificate of Insurance naming the City of Palm Springs as second insured.
  • Traffic Control (as required by City Inspector)

The Counter Tech will need this information before a permit can be issued. You can print out a checklist to help you gather your paperwork. Traffic control plans must be reviewed and approved by City Inspector before a permit will be issued.

Current fee is $554.06 until Sept. 21, 2019. For the current fee, we can accept a check in the exact amount at the counter. If you wish to pay with cash or a credit card, you will be referred to the Finance Department Cashier (near main reception).
