2025 TBRA PROGRAM OPEN FOR APPLICATIONS

The Tenant Based Rental Assistance (TBRA) Program targets low-to-moderate income renters who are currently in need of housing or at risk of homelessness. Funding will cover rental assistance, utility assistance, and security deposits. The primary objective of the TBRA Program is to assist eligible applicants to secure and remain in decent, safe, and sanitary housing in the private rental market in the City of Palm Springs. This is a one-time assistance payment per household. 

Assistance Types

*Assistance must be paid directly to landlord/property managers and/or utility companies

1. Rental Assistance
   1. Deposit * NEW UPDATE - Security deposits are limited to 1 month (AB12).
   2. Maximum of 3 months of prospective rent
2. Rental Arrears
   1. Arrears with a maximum of 4 months rent
   2. Late fees
   3. Applicant Court fees
   4. "reasonable and necessary" fees (as outlined in the resident's lease)
3. Utility Assistance 
   1. Outstanding utility and home energy costs (arrears) up to 4 months
   2. Costs associated with turning on utilities due to poor credit/outstanding bills

 Qualifications

1. NEW UPDATE: Tenants in units with affordability covenants are not eligible
   
2. Must be a Palm Springs Resident (proof of residency and a minimum of a 6 month lease required)
3. Eligible Households must have an income below 80% AMI and/or prove eligibility (CARE, SNAP, SSI, Housing Choice Vouchers)
4. Demonstrate a risk of experiencing homelessness or housing instability
5. Complete Application and all required documentation
6. Show ability to pay future rent after the one time assistance
7. Get Landlord approval for arrears or prospective rent
8. NEW UPDATE: Landlord Registration: (Starting 7/1) Landlords must register with the City's Rent Registry
9. NEW UPDATE:  Landlords must provide the City with an update 90 days after receiving the final assistance.
